The County Executives of America family is heartbroken by the passing of Claiborne County Mayor Joe Brooks. While Joe proudly served the people of Claiborne County, those of us who had the privilege of knowing him through CEA will remember him most for something far greater than his title, his kindness, his laughter, and the genuine joy he brought to every room he entered.
Joe had an incredible gift for making people smile. He was always laughing, always telling a story, and always the first to make someone feel welcome. Whether at a CEA meeting, over dinner, or traveling together, his sense of humor and larger-than-life personality brought people together. His friendship was effortless, and his presence made every gathering better.
Over the past several years, Joe became an important part of the CEA family and embraced the organization’s renewed vision with enthusiasm. He was a familiar face at our meetings and events, and one of the many highlights was having him join fellow members on our CEA trip to Ireland last October. Like so many memories shared with Joe, that trip was filled with laughter, camaraderie, and moments that will never be forgotten.
More than anything, Joe was a devoted family man, a proud father, and a dedicated public servant. He cared deeply about the people he represented and approached his work with humility, authenticity, and a servant’s heart. He built lasting friendships across the country, and his impact extended far beyond the borders of Claiborne County.
Joe leaves behind a legacy of service, compassion, and friendship. His smile, his quick wit, and his unwavering positivity will be deeply missed by everyone fortunate enough to have known him.
